What Do Pay Level 2 and Pay Level 3 Mean?

Pay Level 2

  • Initial monthly basic pay: ₹19,900
  • Applies to Accounts Clerk cum Typist, Junior Clerk cum Typist and Trains Clerk
  • The pay level identifies the relevant column of the 7th CPC pay matrix.

Pay Level 3

  • Initial monthly basic pay: ₹21,700
  • Applies to Commercial Cum Ticket Clerk
  • Initial basic pay is ₹1,800 higher per month than Level 2.

A pay level describes the salary position in the pay matrix. It is different from the educational level of the recruitment: all four posts listed here belong to the NTPC Undergraduate / 12th Level recruitment.

Basic Pay, Gross Salary and In-Hand Salary

Salary Term Meaning
Basic Pay The pay-matrix amount attached to the employee’s pay level and cell. The entry figures here are ₹19,900 or ₹21,700.
Gross Salary Basic pay plus admissible allowances and other eligible payments before deductions.
In-Hand / Take-Home Salary The amount remaining after applicable deductions from gross salary.

Gross Salary = Basic Pay + Admissible Allowances.
In-Hand Salary = Gross Salary − Applicable Deductions.

Two employees with the same basic pay can receive different take-home amounts because their posting locations, accommodation arrangements, admissible allowances and deductions may differ.

Allowances and Benefits

Component How It Affects Salary
Dearness Allowance (DA) Payable at the rate notified by the government and applicable to the employee.
House Rent Allowance (HRA) Depends on admissibility, posting location and accommodation rules. Government accommodation can affect entitlement.
Transport Allowance Depends on the applicable pay-level, location and entitlement rules.
Other Admissible Payments Duty-related or other payments apply only when the relevant conditions and railway rules are met.

Allowance rates can change through government or Railway Board orders. A single fixed DA, HRA or transport allowance amount is therefore not quoted here as a guaranteed entitlement for every appointee. Facilities such as medical benefits and railway travel concessions are governed by the applicable employee rules and are not the same as cash basic pay.

Deductions That Affect Take-Home Salary

  • Employee contributions under the applicable retirement or pension arrangement.
  • Income tax or TDS, where payable under the employee’s tax circumstances.
  • Accommodation charges, recoveries or other authorised deductions, where applicable.

The exact deduction amount is determined by the employee’s service conditions and payroll details. Check the appointment documents and payslip for the actual calculation.

Can an Exact In-Hand Salary Be Guaranteed?

No single take-home figure applies to every candidate. The notified entry basic pay is the starting point. The actual amount credited depends on current allowance orders, posting, accommodation and deductions.

Annual Basic Pay Comparison

Pay Level Initial Monthly Basic Pay 12-Month Basic Pay Only
Level 2 ₹19,900 ₹2,38,800
Level 3 ₹21,700 ₹2,60,400
Difference ₹1,800 ₹21,600

The annual figures above are simple calculations of the entry monthly basic pay multiplied by 12. They exclude allowances, deductions, increments, bonuses and changes during the year; they are not a total annual compensation estimate.

Salary Growth and Career Progression

Basic pay can progress through admissible increments under the pay rules. Promotion or financial upgradation may affect the employee’s pay when the relevant conditions are satisfied. A fixed promotion date, automatic higher post or guaranteed future salary cannot be inferred from the entry pay level alone.

Important Salary Points to Remember

  • Commercial Cum Ticket Clerk starts at Pay Level 3 with ₹21,700 basic pay.
  • The other three notified Undergraduate posts start at Pay Level 2 with ₹19,900 basic pay.
  • The initial basic-pay difference is ₹1,800 per month.
  • Allowances increase gross salary; deductions reduce take-home salary.
  • Choose post preferences after considering duties, medical requirements and location preferences alongside salary.
