Overview

The National Logistics Policy (NLP) was launched in September 2022 to address one of India's key economic challenges — high logistics costs that have historically been well above the global average. The policy seeks to develop a technologically enabled, integrated, cost-efficient, resilient and sustainable logistics ecosystem, thereby improving the competitiveness of Indian goods in domestic and global markets.

  • Reduce the cost of logistics in India to be comparable with global benchmarks
  • Improve India's ranking in the Logistics Performance Index (LPI)
  • Create a data-driven decision-support mechanism for an efficient logistics ecosystem
  • Promote seamless, multimodal and digitally integrated movement of goods

Salient Features

The policy is operationalised through the Comprehensive Logistics Action Plan (CLAP), covering areas such as integrated digital logistics systems, standardisation of physical assets, human-resource development and a unified logistics interface platform (ULIP). It complements the PM Gati Shakti National Master Plan, with Gati Shakti providing the integrated infrastructure planning and the NLP providing the efficiency and process layer.
