India has released its first-ever Draft National Health Research Policy 2026, presented by the Department of Health Research under the Ministry of Health and Family Welfare between 13 and 15 July 2026. It is the country's first comprehensive national framework covering health research across biomedical science, clinical medicine, public health, epidemiology, digital health and artificial intelligence.

The draft aims to link health research directly with India's disease burden and public health priorities. It also proposes weaving research into state health programmes and everyday service delivery systems so that findings translate into real benefits for citizens.

Governance Structure

A three-tier governance model has been proposed. The National Health Research Stewardship Committee would give strategic direction, the Department of Health Research would act as the nodal implementing body, and the Indian Council of Medical Research (ICMR) would lead on the scientific and technical side.

Funding and Research Priorities

At present India spends only about 0.024% of its GDP on health research, far below the roughly 0.27% average in high-income countries. The draft sets a path to raise this to 0.072% of GDP by 2037 and 0.15% of GDP by 2047.
