IFSCA Revises Credit Rating Framework for GIFT City IFSC (2026)

By Vikas Sir, Founder & Senior Faculty – Cosmo Classes | 18 July 2026

The International Financial Services Centres Authority (IFSCA) has revised the credit-rating framework for the International Financial Services Centre at GIFT City, Gujarat. The change came through Circular No. IFSCA-CMIR/1/2026-CMIR dated 16 July 2026, which amended the earlier Master Circular for Credit Rating Agencies in the IFSC (dated 5 August 2025) and took effect immediately.

Some background helps. An International Financial Services Centre (IFSC) is a designated financial zone that offers services to both residents and non-residents under a separate regulatory regime. GIFT City — Gujarat International Finance Tec-City — is India's first operational IFSC and works under the regulatory jurisdiction of the IFSCA, which is the unified regulator for banking, insurance, capital markets and fund management inside the IFSC.

Credit Rating Agencies (CRAs) assess the creditworthiness of debt instruments, issuers and financial obligations. Under the revised framework, CRAs must now disseminate rating actions along with a rationale, and must give issuers a chance to review factual errors before the rating is published. Importantly, this issuer-review right is limited strictly to factual errors and does not extend to unsolicited ratings or private credit-rating assignments — keeping the publication process anchored to documented reasoning and factual verification.

The framework also tightens record-keeping: CRAs must maintain records accurate and detailed enough to reconstruct the entire rating process, including summaries of material considerations and analytical reasoning, in line with the IFSCA (Capital Market Intermediaries) Regulations, 2025. It further aligns the IFSC credit-rating regime more closely with standards associated with the International Organisation of Securities Commissions (IOSCO).

For aspirants, this ties into financial regulation, capital markets and institutional frameworks — a strong area for Banking, UPSC, RPSC and SSC examinations.
